Scott grew up locally in Colonie, and graduated from Colonie Central High School in 1988. He served six years with the United States Marine Corps from 1988 to 1994, and was honorably discharged as a Sergeant. Upon returning home from over seas, he enrolled at SUNY Albany where he received his Bachelor of Arts Degree with a minor in Criminal Justice.

Scott began working for the University Police Department in 1996, first serving as a Security Services Assistant, and in October 1998 he was promoted to Communications Officer. He serves on the Technology Committee, which was implimented to analyze certain technologies currently employed by the University Police Department, to suggest new ways to improve on existing equiptment and programs, and prepare the University Police Department for future upgrades in equiptment.
